EUROPEAN UNION (EU)'S ADVANCE CARGO DECLARATION REGIME
Entry Summary Declaration (ENS) Fee
Effective 1st January 2011, TMCL will implement an Entry Summary Declaration (ENS) fee of
USD 27.50 per bill of lading for cargo bound for the EU. This rule applies to all 27 EU member states.
Whilst Norway, Switzerland are not EU member states they have still adopted the new EU Customs
Advanced Manifest Rule. Please note that overseas areas such as Canary Islands, Madeira, Martinique,
Reunion, Guadeloupe, French Guyane and Acores are also subject to the same EU manifest rule.
Data Elements required for ENS Submission:
Full name and address of shipper and consignee
Full name and address of notify party and where goods are carried under a negotiable "to order" B/L
Goods description per cargo item (general or group descriptions are not allowed)
Minimal first four digit of the HS code per cargo item (TMCL recommends to provide 6 digit code)
Number of packages per cargo item
Cargo gross weight per cargo item
UN Dangerous good code where applicable
It will be applicable for all shipments from non-EU countries with final discharge port in the EU countries.
It covers our administrative cost with the EU customs offices through the 3rd party service provider and
physical Vessel Provider. The ENS amendment fee for cargo will be set at a minimum of USD 45 per bill of lading.
The ENS filing charge and any amendment fees shall be applicable on the same basis as ocean freight, either
prepaid or collect. TMCL may hold shipper and consignee named on its Bill of Lading jointly liable for payment
of the charge. Local changes may occur.
